Nemesio was born January 4, 1948 in Mexico to Nemesio and Jovita Martinez Velasco. He later married Rosa Victoria Basaldua August 8, 2003.

He was an area farmer that loved spending time with his family and watching western movies and TV shows.

Those to carry on his legacy include his wife Rosa Velasco of Friona, 2 sons-Nemesio Velasco III and wife Angelina of El Paso, and Juan Gabriel Basaldua and wife Carol of Dumas, 3 daughters- Noelia Arkansas and Noemy Velasco both of Mesquite, Texas, and Nancy Castañeda and husband Jessie of Friona, 2 sisters-Jovita Saiz and husband Daniel of Oklahoma, and Delores Silva and husband Leopodo of Mexico, 3 brothers Fernando Velasco of Cactus, Texas, Manuel Velasco and wife Mary of Hereford, and Jessie Velasco of Friona, 8 grandchildren and 3 great-grandchildren.
